Database Security Paging, using Table Logic Data Protection
Initially you will need to understand, appreciate and isolate Table Logic Data. Then using a Database Security Paging Technique of your choice, you store that data on a device that can be Removed from or Switched out of the System.
For instance, in the case of a Small Relational Database on a Stand Alone PC, which might contain the Contact Details of People, you would store the Contact Details File on a Floppy Disk, External Hard Drive , Zip Disk, Hard Card, Jump Drive etc all of which you can Remove from the System. In the case of a larger system, a Dedicated Storage Device or a Workstation can very easily be Switched off or Switched out of the System. It is all up to you and the resources at your disposal.
If you have the Contact Details File in your pocket, locked in a safe or otherwise Unavailable, then those who access the system, will find the information that you store about those people but they cannot establish Which Individual the Information refers to, all that they will have is the Contact ID, which you or your people have established and which will not be of any help to them, because they Do Not Have Access to the file that relates the Contact ID to a Particular Person. In a nutshell, that is all there is to it.
